Licensing Objectives
A Licensing Authority is
required to carry out its functions under the Licensing Act 2003 with a view to
promoting the following four Licensing Objectives:
- the prevention of crime and disorder;
- public safety
- the prevention of public nuisance; and
- the protection of children from harm.
An application for a
Premises Licence must contain an Operating Schedule that includes the steps it
is proposed to take to promote these Licensing Objectives. These are then
included as conditions of the licence.
A range of qualifications,
designed to support the Licensing Objectives, are available from the British
Institute of Innkeeping (BII). In addition to the Certificate for Personal
Licence Holders, these include the following:
- National Certificate for Designated Premises
Supervisors
- National Certificate for Entertainment Licensees
- National Certificate for Licensees (Drugs
Awareness)
- National Certificate for Door Supervisors
- Barperson's National Certificate
None of these
qualifications are, at this time, essential to holding either a Personal or
Premises Licence but may assist either the Designated Premises Supervisor or
Senior Staff with the operation of premises or in career development.
